Values for the World Parliament

Good evening to you.

Summary: We would wish to give to the Parliament:
some "primary" values, such as Solidarity and Respect, Transparency and Coherence - and of course Responsibility, the third pillar.
some "secondary" values, such as Protection, real representativeness, Flexibility and Adaptability, and "Ci-terrestrial-ship" (Earth citizenship).

1) Respect and solidarity
Any kind of sustainable development won't be able to take place on Earth without a respect for all conditions necessary to life and if we don't respect eight solidarities that it is necessary to organize, together:

solidarity between generations, solidarity between the different actors of society, solidarity between the cultures and ethnic groups, solidarity between territories, solidarity between producers and consumers, solidarity with the future generations, solidarity with the other living species, solidarity towards the whole biosphere.

To every voted law, to every taken option it is fundamental that the World Parliament asks this question: what will this law or option imply for the future generations?

In particular, it is necessary to establish a hierarchy of the priorities to be dealt with and about the governing processes. The humanitarian it should be first than the economic profit: Men must dictate to the market their rules, limits and role. Not the opposite.

2 - Transparency
Transparency would allow all citizens to keep informed of everything that happens in the world parliament. Thus, the undemocratic decisions, done in a hiding place, would not be possible.

3 - Coherence
Coherence is indispensable to avoid that some contradictory laws are voted and remove all credibility in the parliament. It cannot sustain the criminal behavior of a state and condemn another state with same behavior... Its decisions must also have a transversal consistency, each one relating to the others.

A government must take coherent decisions: - in case of conflict - concerning the monetary system, - concerning the climatic change, - concerning the technological options, - concerning arsenals of destruction - concerning religious or state-controlled imperialisms - coherence in front of despots, - etc.

And to have also the *means* to apply its decisions!

4 - Protection
The parliament must have a role of *guardian* and of *protector* of the weakest, in particular of the children. An important task will be: to put an end to all war, to the craziness of weapons, to all industrial, sexual or domestic exploitation of humans and other species. Its role is also to permit the restoration of the ecosystems.

5 - A real representativeness
a- More than a state-controlled or a numerical representativeness, we worked on a parliament of the "communities of ideas". (see Jean-Marc FLAMENT contribution, from YHAD group)

It is about, besides the current chambers, setting up a "chamber for the communities of ideas" or "chamber of proposals". Every citizen would have the possibility to vote for "dealers of projects or ideas" which would indeed translate real choices and options of the people.

Associations of individuals or NGOs would carry *one* proposal to every parliamentary session, and according to the given acceptance, would receive the means to achieve these proposals. One could imagine that the funds nourishing the WP and reserved for this chamber would be distributed according to the percentage received by each proposal. So every session could put in place a real program, with its own calendar, assessments and means of adequate actions.

An example of proposals: free schooling for all children, re-fertilization of the deserts, creation of vegetal sanctuaries, free contraception, adequate lodging for all, protection of architectural heritage, etc.

b - We wish that the World Parliament would be, in conclusion, a real place to the children and to our young. The future belongs to them and they are perfectly capable and have the fundamental right to make good choices for them.

We cannot support that humanity continue to disregard such an important part of its population.

We suggest the setting up, besides of the two other chambers, a "Chamber for Youth" so that their voices are heard and their needs are taken truly into account. Their proposals would be, as those of the adults, carried to the "chamber of proposals" for possible adoption.

6 - Flexibility and adaptability:
A global government should allow the society to function at a double level:
- a global level to assure some harmonious and democratic conditions of life on all continents, (it is the level of *global solidarity*).

- a local level to encourage all exchanges concerning the survival and autonomous life of people (this level would correspond to *autonomy* and *local solidarity*).

7 - Ci-Terrestrial-ship (Earth Citizenship):
This concerns the text "first month's agenda, Oct 18-Nov 10" http://allies.alliance21.org/wp/en/disc/arboresc/000003_20021018_wheeler.html, paragraph b), concerning "inventing an intercultural principle - to introduce other values - to show your own vision or social paradigm":

In our opinion, a global government should allow the establishment of a society respectful of every living being, *human* or *not human*, on a preserved Earth. Humanism is necessarily tied to the respect of the other inhabitants of the Earth, animals and plants alike.

A global government giving to all humans a life in the dignity and in the respect of the fundamental needs, it is indispensable. But if it could allow the massacre of the ecosystems and the exploitation without conscience of species, it will drive us to an ecological disaster. We would be at the end, also their victims.

The work of a WP is therefore to allow each one to be respectful of oneself, the others, all living beings, all biotopes, all ways of living. This would correspond both to an active ecology chapter and to an educational chapter.

We didn't find in the dictionary any word to designate this notion of "responsible, respectful citizen and *lover* of the planet and its inhabitants". Thus we have invented the words of "ci-terrestrial" and "ci-terrestrial-ship".

Ci-terrestrial-ship means:
- to consider oneself as a citizen, adult and responsible towards our similarities, in *respect of all kinds of adherence*, ethnic, cultural, religious, sexual, or of age. - beyond these adherences, to consider oneself as member of only one biologic species, the human species. That this one is *one, multiple and multi-colored* - to consider oneself as belonging to a global ecosystem, where each living being can and must have its just place, even plants and animals, in a necessary and harmonious interdependence. - to like Life under all its representations. - to carry *as a principle* the fundamental right to be able to have our own choice concerning the management and the future of our planet.

These are in our opinion, in truth, the values for the 21st century.

We believe that the World Parliament should have therefore as its mission to allow the exercise of these fundamental rights of individuals and peoples, and this ci-terrestrial-ship.
