Proposal about how to go on for the debate
Dear Friends,
Marie Martin-Pécheux suggests that the following principles or values are the
primary ones upon which the WP should be based.
1 - Respect and solidarity 2 - Transparency 3 - Coherence 4 - Protection 5 - A
real representativeness 6 - Flexibility and adaptability: 7 -
Ci-Terrestrial-ship (Earth Citizenship)
First, I would like to ask Marie to tell us briefly, and for each of us to think
about, what it might mean to have: solidarity between generations, solidarity
between the different actors of society, solidarity between the cultures and
ethnic groups, solidarity between territories, solidarity between producers and
consumers, solidarity with the future generations, solidarity with the other
living species, and solidarity towards the whole biosphere.
I would also like to encourage those participating in the discussion to respond
to Marie’s suggestions; to consider how they might be instituted; and to
encourage everyone to think about and respond to the second part of this month’s
topic during this last week of discussion. Thus considering the following
questions:
- How can we ensure that global governance, or a world parliament, operates
according to the values and principles that are agreed on?
- Which tools or instruments could best represent and define these values and
principles, and which not, and why? i.e. a global written constitution, a whole
of practices of international law without a central text, local - regional
constitutions of laws, a charter statement, a universal code on the net
actualized by the intervention of all people, or any other tool you want to
suggest. (See this month’s introductory message for more details.)
- How can we ensure that our global institutions begin to operate according to
such principles? What mechanisms could be used to lead toward their adoption ?
such as the Alliance Proposal booklets, Charter 99?s Campaign for Global
Accountability, Simultaneous Policy initiative, the Ubuntu campaign on
transforming global governance, etc.
Also, if you have not done so already, you could read the reference documents
for this month and respond to the ideas included there as well. This includes
the Alliance’s statement of Common Principles for Governance and the Charter of
Human Responsibilities; the World Citizen Foundation’s Common Statement on World
Democracy; and the Preamble to the Global Peoples Assembly Network’s Charter.

Other personal suggestions, that I want to do as a participant
Now, as an individual participant, rather than as a facilitator, I would like to
make some suggestions as to how the values and principles that are agreed on
could be implemented through a world parliament. And then we could discuss these
ideas in later months, within the appropriate themes, if people are interested.
In regards to Transparency, perhaps a committee or commission could be set up
during the preparatory process for the WP to recommend processes and procedures
to ensure that there is transparency within the workings and activities of both
global governance and the World Parliament.
Developing coherency between different inter - governmental bodies, and among
various international agreements is one of the biggest challenges in the
workings of global governance today. When we discuss ideas for the structure and
processes of a world parliament, and its relationship to global governance, we
might consider how it could be developed to lead towards further coherency,
based upon our agreed values. We could also discuss how to give it the *means*
to apply its decisions in this regards.
Regarding Real Representativeness, or what might be called Participatory
Democracy, we could include open processes or public hearings at all levels of
local, regional, and the world parliament so that the general public can give
presentations, speak, and respond to matters on the public agenda. Proposals
could be introduced and debated in local and regional assemblies; and then
passed on to the World Parliament for consideration at the global level.
