I would like to comment on the problems Tim Gilman raises with transparency in
a World Parliament.
1) Too many people involved to have a sensible discussion. The most important
strategy for dealing with this is to ensure that issues are dealt with at the
level of the people who are principally affected by them. The only issues to
be dealt with by very large numbers are those which affect that many. If we
are looking at new forms of governance, we must move beyond the 18th century
models of parliaments that we now have. The model we should look for is self-
governance, where people look after their own needs at all levels.
2) Secondly, there are strategies for dealing with discussions involving large
numbers on websites such as Slashdot (see slashdot.org) or my own Earth Summit
for All (see earthsummit.open.ac.uk). Anyone can put in a comment, but then
the comments are rate by other users. Some comments thus are found to be more
significant and some are found to be rubbish.
Readers can choose to read all messages or only those above some quality
threshhold. I think this is a powerful technique for supporting very large
discussions, and I'm sure more can be devised.
