ººº Abstract: Even if the methods of SP remain unclear, there are some candidates: a *world body of wise thinkers*, between them. What is important is that SP individuals press by voting parties than are adopting it, and those parties have nothing to loose by doing that as they are always supported by doing at the same time an international agreement that could concern any kind of possible unpopular decision. Otherwise to reach an adequate global governance should not to be done by changing the system, as well as if the world was like a computer, we would need to change the software not the system. ººº

Dear Rob, Marie and Friends,

Many thanks for your positive comments on Simultaneous Policy (SP).

It is true that the methods by which the policy content of SP will be determined remain unclear. However, there are a number of ways this could occur including those you mention. For example, one which we are considering is a 'world body of wise thinkers' consisting of economists, ecologists and others which would act as a policy proposal and coordination entity for SP.

Jakob von Uexkull's planned 'World Future Council' (WFC) might be one candidate but there are others. This body would formulate a proposed range of policy measures for SP which would then be debated amongs the national SP organisations which are already developing now in each country (in consultation with individual citizens in those countries who had adopted SP.) The WFC would then attempt to broker a final agreement between them.

The important point to note is that * individual citizens *, through their adoption of SP, always have the final say on the policy content (since they can, if they are dissatisfied, cancel their adoption at any time.) "Adopting SP" simply means that citizens who do so pledge to vote in future elections for * any * politician or party - within reason - that also adopts SP.

As the number of adopters of SP grows, as it is doing, and with more and more elections around the world being decided on an ever fewer number of votes, this will increasingly present existing politicians with a powerful 'carrot' and 'stick': if they * don't * adopt SP themselves, they risk losing the election to other politicians or parties that do. And if they * do * adopt, they don't risk anything because implementation of SP only occurs when * all * (or virtually all) nations do likewise (so no nation, business or citizen risks losing out). Indeed, the ideal outcome from our point of view would be that * all * main parties end up adopting SP. So it's a win-win proposition and all the time it's in the control of citizens themselves - in so far as they adopt SP and can agree (through the kind of processes outlined in your and Marie's messages and above) the policy content of SP.

Anyway, we are very excited about a WP as all these initiatives will help to provide citizens worldwide with a means of regaining democratic control over the forces of destructive competition which threaten our planet.

In discussing all such initiatives, however, I believe we do need to keep in mind that global governance is likely to emerge only if it does so * through the existing system* , but dramatically changing the existing system on the way. This is because all economic and military power resides in the existing system which, since it is nominally democratic, cannot and will not accept any other independent system as legitimate. If you imagine the world system as a huge personal computer, what we must together do is change the operating software, not so much the system itself. Presently the system is running on DCS (destructive competition software) and we can, through SP and other initiatives mentioned, change it to CCS (constructive cooperation software). Lets do it!

all the best
