Processes, not structures

I suspect it is too early to be talking about structures for a world
parliament. I think instead that we need a process for moving towards a
structure.
The process suggested by SimPol appeals to me. It relies more on the acts of
individuals than of nation-states. That offers several advantages, I think:
- We are a small-tribe species. We deal more easily with issues which have a
human scale. We handle most easily those relationships which are with people
we know.
- Many individuals are motivated to move towards a world parliament. A
process which allows them to act as individuals maintains some momentum.
- On the other hand, those who make decisions at nation-state (or city)
level have benefitted from the present structures.
They are less motivated to bring about change.
