There are Divergent Approaches to Constitutional Architecture

ººº Abstract Some persons observe a necessity for a constitutional basis to
the World Parliament process. The World Parliament e-forum can consider
divergent strategies. The Constitution for the Federation of Earth is one
strategy.ººº
Divergent strategies held by a wide number of world government
organizations, such as represented in the Coalition for Democratic World
Government, www.cdwg.org, but not exclusively these organizations, can help
create the architecture. Both diversity and convergence of strategies can be
important factors.
For instance, this past week-end, 6, 7, and 8 of December 2002, City
Montessori School, Lucknow, together with Indian judges, sponsored the
Third International Conference of Chief Justices of the World on Article 51
of the Constitution of India. Last year, at the Second Conference, the
participating judges decided to support the students' call for constituting
a duly elected World Parliament. Also last year, there was much discussion
of a document called, "The Constitution for the Federation of Earth". This
year, there was some additional discussion. About 20 Justices and about 350
participants personally ratified the Earth Constitution.
Among citizen organizations that were represented, were executive members
from World Union, World Service Authority & World Government of World
Citizens, Universal Love & Brotherhood Association, Graduate School of World
Problems and, of course, the World Constitution and Parliament Association.
It is important to note that not all these organizations recognized the
Earth Constitution as an adequate foundation for a good World Parliament.
Architectural foundation of World Parliament implies a world constitution.
Therefore, it is necessary that commentary and discussion offers suggestions
for improvement of existing world constitutions, and particularly
suggestions for improvement of the best world constitutions.
Regarding world constitutions, it has been noted by some thinkers that any
adequate world constitution will need to be a dynamic document that can
quickly adapt to human and planetary necessities. The document properly
defines the structure and procedure by which the World Parliament operates.
Otherwise, there is no order to the Parliament for parliamentary members to
coordinate. This would tend to lead to a mere conferential process, without
the capacity for the World Parliament to deliberate bills for binding world
legislation. Of course, people can convene conferences and call these
conferences a world parliament. People may even change the name of some
existing structures, such as the United Nations General Assembly. However,
unless the World Parliament deliberates bills for creating binding world
legislation, it would not be a parliament in the true sense.

Participants can access information on the Constitution for the Federation
of Earth at www.wcpagren.com, at www.worldparliamentgov.net, www.wcpagren.org and at other websites. Current posted languages of the
Earth Constitution are English, French, Spanish, Arabic, Russian, Chinese,
Greek and Esperanto. The Earth Constitution has been translated into
Portuguese, German, Hindi and several other languages, but is not yet posted
in these.
