This message from George Monbiot highlights the need for looking beyond the
UN. In 1945 the League of Nations was replaced by the more extensive United
Nations with 20 or so specialised agencies. The League was not just
reformed and this process may be necessary for a new planetary authority.
In fact we should consider, as proposed by the Global Citizens, a
Parliamentary Conference of the Planet made up of small nation states (under
ten million), sub-national constituencies including mega-cities. The
latter mentioned by Lucile Green in her message to this discussion.
