Simultaneous policy and the Earth Constitution

ººº Abstract: Earth Constitution provides certain essential functions of simultaneous policy without depending on every last individual and nation to agree. ººº

The Constitution for the Federation of Earth carries some aspects of simultaneous policy, but does not require that everyone agree on every detail.

Of particular importance, is that nations that have been traditional enemies can be assigned provisions for paired ratification of the Earth Constitution. (EC Article 17. A.9.)For instance, India and Pakistan can pair in the ratification process. Palestine and Israel can pair in their ratification. This allows countries that might otherwise face severe insecurity to join the Earth Federation over the same time period.
