Centralized, Decentralized, Regional, Local Self-Governance

different conditions in the same place, I believe is the ultimate goal of
the World Parliament, to identify and eliminate excuses in front of basic
needs. To do that you need the broadest and most expansive resources in
people skills and communication over all levels of the spectrum of the human
experience. You cannot achieve that in a centralized environment. Or can it
be achieved with a Decentralized approach, because decentralized groups lack
the ability to combine resources, you need both. Different sections at the
head, collecting NGOs, concerning research and external solutions coming
from individuals, a section reaching down to the individual ººº

I may be speaking out of turn, or maybe just not in sink with a higher
knowledge that I am not aware of, But it seems to me all that needs to be
said has been said, and more then once. I am extremely new at this project
and probably naive and no doubt uninformed as I read threw the links and all
the work that has already been done, can't even imagine all that I have
missed, I come back with a haunting question. The constitutions established
by all countries proclaim to achieve for their people similar if not
identical proclamations. Obviously no government structure could exist
stating that poverty and starvation was an acceptable condition within their
country, or that the abuse of natural resources is O.K. etc. The UN
established to do what? to insure new ideas? To add a unified voice to
issues that the sovereign states have already declared that they would do
and don't. What then should a world Parliament be? A more specific make
over of all that has already been said, another more specific level of
governance that doesn't govern?
So I believe the concept of the World Parliament as well as the other 4 or 5
that have been mentioned were created with the goal of achieving what should
be achieved at the national level and isn't. Rightfully so I would add, yet
to date there still is no answer.
What will be the uniqueness of the World Parliament? What will set it apart?
Why will it work when others haven't?
Part of that answer I think, is that I am talking to you, a person that
would have never in his fondest dreams considered trying to make my voice
heard in a global world. Not so much that I feel I have a lot to say, Only
because I have always felt it was pointless. What is it then that makes
communicating with this group that is more relevant than my government or
the UN? Maybe it was the personal invitation, or because now the World
Parliament is an unknown and could possibly have a major impact. An approach
not seen before.
Mostly I think its because I will be heard and responded to and who I am and
where I am from doesn't matter. No matter how irrelevant what I have to say
is, it is still relevant that I say it. As a business analyst and a novice
expert at people puzzles, I have found that there is always a solution, I
have also found that the people that know and understand the answers, aren't
anywhere near as important than those that know and understand the
questions. A well formulated question creates effective and meaningful
solutions.
So with that in mind. Why hasn't our governments, the UN, and other NGO's
resolved these common issues?
Combining centralized and decentralized approaches
For simplicities sake, lets look at a basic need. Is there any logical or
even reasonable explanation why a person should be allowed to starve to
death? Is there anyone anywhere in the world that would think that is
acceptable? Why then are people starving right now?
Don't you think it is interesting that as soon as I ask that last question
that you started to formulate reasons how it could happen, even though on
the first question you had determined that there were no reasons? The
thoughts you were formulating on why people are starving now were not
reasons, they were excuses. And that I believe is the ultimate goal of the
World Parliament, to identify and eliminate excuses. To do that you need the
broadest and most expansive resources in people skills and communication
over all levels of the spectrum of the human experience. You cannot achieve
that in a centralized environment. Or can it be achieved with a
Decentralized approach, because decentralized groups lack the ability to
combine resources, you need both.
I don't see any reason why the World Parliament can't be a combination of
departments, each uniquely different with the same objective.
A section at the head, centralized to be the structure much like the UN, a
recognizable icon.
A section to collect the NGO's and global communication as a unified force.
A section for research also to include external solutions from the
individuals of the world, a daunting task I agree.
A section that reaches down to the level of the individual, all over the
world. To join with and compliment all of the non profit agencies that are
already in every part of the world doing in their unique way, what the
World Parliament is attempting on a global scale.
There are 3 advantages to this kind of construction:
1. You have influence from the global area, to national, to local, right
down to the person on the street.
2. You are afforded well established already trained and functioning
organizations, with skills as well as connections and support from their
area of influence.
3. Probably the least recognized but actually in my opinion the most
important, the individual on the street, being actually a part of all the
local communities in the world. Those are the people that we must give
strength and purpose, all you have to do is touch them in some way, just to
let them know you are real, you care about them and will listen and help.
One more point that I have not heard mentioned in anything that I have read,
you must not leave out the rich, middle class or discriminate in any manner,
any violation of a persons rights as a world citizen is a violation against
us all. That is not only right and just, but will gather more support and
add more credibility as a World Parliament of people for people.
I realize that sounds like a great task, But I don't think it is something
that has to be sold, only started.
In any case I feel that centralizing the World Parliament as a single entity
would have an isolating effect, decentralizing as I have suggested would
have the effect of gathering support from the top down around the world.
