Dear Luisa Gonzalez,

In the struggle for legitimacy, it is desirable to have as close a relationship with the UN as can be achieved. I would hope that the Trusteeship Council Chambers could be obtained. (It is not feasible now, but ideally the Peoples' Assembly would replace the Security Council.) Since the US government (or any other non-elected member of the SC) is allowed to block UN Charter reform by Paragraph 108 (???I didn't look it up), structural reform is currently not feasible. However, functional development remains a possibility despite the retrogression Phyllis Bennis documents in "Calling the Shots".
