A Practical Proposal for a Creating a Global Parliament

Hello Everyone:
A few weeks ago I presented the paper I have copied below to a conference
sponsored by the Finnish Foreign Ministry in Helsinki. It is a concise
statement of the basic proposal for a global parliament that Richard Falk
and I have been writing about. I wanted to introduce this into the
discussion and would be very interested to get feedback from those of you
who are willing.
