ººº I don't believe that were able, to make evolve the present liberalism. It is probably a whole question of maturity of the humanity... Every Human participant, either like an executioner, either like a victim, either like a blind consumer, maintains this state of fact and this system. Our role, probably, is to put the bases of a governance that will allow the transition of an egoist and murderer system in a system of solidarity, otherwise, it is necessary to recognize, as well as it had been done previously for the women and for the so-called people of colour, the political maturity for the children. It is enough by observing the parliaments of the children, to see their humanity, their seriousness, bigger than those of the adults. However, if we want that our world goes better, the improvement of the conditions of the childhood is * the * absolute priority. Technically, it would be therefore desirable that the possibility exists for the children and the young persons to present propositions of resolution of problems as well as adults do. ººº


The territorial implantation of the WP must be the object of a very rich debate considering the relative cultural sensibilities concerning the conflicts between state and between ethnic groups (French)

°°° The world parliament is a good initiative but whose debate should be re-centred on its applicability. I have tried to open this debate to multiple levels but let me to say that in Africa, we first try to know what can bring such a debate in material terms. We need more research and take into account every people's different realities. That is why, it would be desirable to conduct stage by stage the setting up of the WP, while being supported in Civil society that is close to the reality and for to avoid negative reactions. It would not be convenient either to think about to integrate in the United Nations immediately. UN regroup the governments within a general assembly of which we make part, so let's begin with giving to the civil society its general assembly that can be this WP. The problem of the borders arises in Africa and its repercussions on the ethnic conflicts in and outside of the territories inherited of colonial times. °°°

ººº My feeling joins that of Gerda Ghista about the obstacles put by the United States to the ratification of all treaties that could have entailed a clean improvement of the destiny of the planet and populations. In answer to Frank Houck, the only explanation, otherwise inexcusable, to the hunger of the world it is that there is not a profit in feeding 800 millions of people having malnutrition and without means to pay. The same applies to the ills and the homeless. The logic of profit of the capitalist and neo-liberal system attracts the complicity of its victims (our own complicity of everybody) while maintaining us in a situation of economic dependence. A solution could be to create another currency (the robin) obtained only while redistributing wealth to the most resourceless and making the capacity of spending, dependent of both currencies: money and the robins. If both become necessary to buy a product or a service, there will be a profit then to help the most resourceless and since everyone is first of all thinking in their own interest, the plagues of our society will disappear very quickly. Previous and complementary measures to it would be: to create an International Foundation regrouping all NGO, that distributes some robins to all people who give the time, the material or money to people who needs and asks for it, and to the NGO. This distribution of robins will create an immense market of consumption in order to sell them. The whole message and some links within, shows this proposal in more detail. This system gives worth to the present victims of neo-liberalism since it becomes profitable to allow them to leave their statute of victims. For the first time in the history of the capitalism, the research of the personal interest will serve the interests of the weakest. ººº


A communication hierarchy, not a power hierarchy (English)

I have been looking back over the emails so far posted. Nobody, To my knowledge, nobody has yet mentioned the work of Stafford Beer in Chile, while Allende was briefly president.

I am surprised at this omission. In that work Beer developed a communication hierarchy by which the different organisations might be coordinated. Except in times of crisis it was not a power hierarchy.

It seems to me that there are lessons here for a world parliament.

It has been worthwhile reading the various contributions on this discussion though many I don't think are relevant. No matter- that is what dialogue is all about. E.g. the World Constitution or Earth Federation I have followed for years but do not see how nation states would or should ratify a constitution that they had no part in formulating. Also some items show a less that desirable support for a viable planetary authority. In other words we are a global village but no self-government for the global village.

ººº How a world Parliament can consider itself just by the close conversations of a few hundreds of specialists and thinkers. Interventions become every time longer, as if it was needed, for somebody, to explain absolutely in order to not being criticized. I also read numerous confrontations. All we know that works are undertaken in the world for the peace, the sustainable development, the fair economy., why are not going to advance following the expanded efforts. What is pleasing is that all participants agree, even are enthusiasts for to do something. Why, and this is just a question, the World Parliament would be able to solve our difficulties to being managed - because it is in some way in this where we lack for equilibrating our immaturity to innovate - when numerous other constructions failed. Why de we have the need to develop some apologies to our lacks. Otherwise, the answer to a reform of the UNO is contained in how to find the real and motivated responsible persons, driven by a humanitarian ethics to change toward a really better world for all. ººº

ººº Here you are some comments: I don't know because we don't speak directly about Basic Income, when claiming for * the guarantee of security for plants and animals * the same thing will be wanted for people. - The cultural diversity or diversity of identities is the whole humanity's patrimony and when a part of it is lost, it impoverishes all of us. Thus, better than give rights to their "users", to maintain alive the diversity should be an obligation of all. Obviously, there are some traditions that we should eradicate like, among other, the ablation, the bullfights, and the culture of the violence in a large sense - What does it mean * the indigenous linguistic expression? * are not indigenous all the languages? to lose a language and their cultural context is the same as burning an unique consultation book of the natural world. ººº

Post-Darwinians understand that evolution has direction and is evolving towards ever-larger scales of cooperative governance; from single-cells up to supra-national states (EU) and the next great cooperative scale of governance will be global. Some describe these levels of cooperative governance as 'holons'. Once a new level of cooperative governance (or holon) is created, it is characterised by healthy competition. But technological developments produce the conditions whereby actors can gradually find ways around that level of governance, competition become destructive. Today's mobility of global capital forces all nations into destructive competition with one another to attract capital and jobs; Competition has thus become globally destructive. SP is capable of resolving this dilemma; it offers an appropriate process for making the transition from destructive competition to global cooperation. ººº

Hi Rob -

I liked the way you stated this, Rob, and agree with you wholeheartedly. And even though I am not enthusiastic about the UN Charter, I am impressed with the type of statements that have been made over the years when the General Assembly has chosen to address broad areas of concern. To me, most of their general statements of principle have seemed to include much wisdom on behalf of the world public interest despite the fact that UN delegates represent nations, not the common good.

If I'm right on this, it bodes well for a World Parliament to be able to make wise decisions to benefit "we, the people."
