Parliament Salary limits

I believe that we can improve the World Parliament as defined in the Earth Constitution <http://www.wcpagren.org/cnfdeart.dir/contents.html> by removing the unlimited income from the members of the world parliament. As originally drafted, it invites the corruption of ever increasing salaries over that of the general populace. This is the ancient, wrong, and generally accepted principle that the City Council determines its own salary.

Change part of Article V.F.17. : * Salary schedules for members of the World Parliament and for Members of the Presidium and of the Executive Cabinet shall be determined by the World Parliament. * The following substitution builds strength and legitimacy:

* Salary schedules for members of the World Parliament and for Members of the Presidium and of the Executive Cabinet shall be under strict popular control, with annual salary reviews, conducted by plebiscite under the direction of the World Boundaries and Elections Administration. Salaries for all Members of the World Parliament shall be equal, except that Members of the Executive Cabinet may receive additional pay, as determined by the plebiscite, commensurate with the additional duties of the positions. The World Parliament shall maintain both a non-poverty base living wage and a maximum living wage for world government civil service employees and persons privately contracted for service to the Earth Federation. The maximum wage shall not be more than five times the base living wage. In no case shall salaries to Members of the World Parliament be less than the base living wage, nor above the maximum living wage. The annual plebiscite shall determine the parliamentary and executive salaries as ratios between the base and maximum salary. The plebiscites shall be staggered by 180 days from the dates of general world government elections. The new salary schedules as determined by the plebiscites take place immediately upon assessment of the salarial votes.*
