I think the Strauss proposal is a feasible, possibly indispensable movement towards global law.

It may benefit by explicit co-operation with ISPO, the International Simultaneous Policy Organization <www.simpol.org>, or in some way using the SP (Simultaneous Policy) technique: -- accumulate lists of voters and candidates, parties and organizations, and eventually governments, that when pressed by the voters concede that the existing system is dominated too much by orthodox profit and growth priorities to the disastrous erosion or impotence of governmental regulation. Instead governments ought to safeguard people and environments but avoid sane collaboration with economically rival countries because they dare not scare off to a rival country global investors and the jobs they create.

Unless this grass-roots initiative is stressed the global union may suffer some (or even more) of the disadvantages of the European Union: notably its apparent inability to reclaim from private financial controllers their national, regional and global dominance over policy, as indicated in many writers to this forum and in the 20 pages (e-mailable on request) of my paper 'World Democracy' given at the 2002 conference of the International Institute for Public Ethics.
