In reply (to Germà's message) my suggestions are:

a) For an Initial Advisory WP:

A network of networks, as proposed (giving existing examples) by Dr Shann Turnbull in * A New Way to Govern: Society and organizations after Enron *. 10,000 words, published in 2002, London, By The New Economics Foundation (NEF). Can be downloaded <www.neweconomics.org/default.asp?strRequest=newsarchive&strNewsRequest=news item&intNewsID=198> and then click to PDF file.

He also wrote on * Design criteria for a global brain *, at The First Global Brain Workshop, Vrije Universiteit Brussel, Brussels, Belgium, 2001. <http://papers.ssrn.com/sol3/papers.cfm?abstract_id=283715> Video of presentation linked to <http://www.comdig.de/Conf/GB0/pr010705327.html>. Other successful experiences of such feedback structures are given by the Sociocratisch Centrum. Sociocratisch Centrum, IJsclubstr. 13, 3061GR Rotterdam, Netherlands <http://www.sociocracy.biz/> <Sociocracy@aol.com>, e.g. in * Sociocracy in Endenburg Elektrotechniek * (Reijmer & Romme, 1994)

Along similar lines Rt. Hon. Patricia Hewitt, UK Secretary of State for Trade and Industry wrote the introduction to a 2001 NEF pocket book * The Mutual State: How Local Communities can run Public Services *. She liked the idea of a corporate audit/remuneration committee elected democratically to counter the corrupting influence of directors elected or appointed plutocratically.

b) For an eventual ideal WP structure:

Ongoing development of the above (part a). With * nesting of networks * to ensure feedback participation of every citizen at every level either directly (with access conditions developed continuously, transparently and accountably) or by general informed consent or proportional representation (outlined in my 20-page e-mailable * World Democracy * for the 2002 conference of the International Institute for Public Ethics).
