A world Parliament would make and enforce world law - if it to meaning anything more than another debating society. That is my opinion is D on your list. (n. f. referring to the questionnaire, the response d) of the 4th questions * issues that a WP could address *)
Funding: one suggestion worth noting is a tax on the world's non-renewable natural resources. Minerals and fossil fuels are the natural resources for the planet and should not be considered to be only the wealth of the peoples who happen to live above them within a national territory. Renewable resources, hydro, thermal, wind power are a different resource as being developed by technology.
To repeat our route: a world, planetary, global authority must be created by some form of at least quasi-elected or already in power legislators. Debating this within this discussion is worthwhile in creating a database of ideas for such an assembly.
