Since a teenager, I have been a mystic cherishing group silent worship.
However, I am in complete agreement with Douglas Everingham that evolution needs to be interpreted in such a manner than individuals experience the challenge and uncertainty involved in the *adventure* of humans having the possibility of either progress or degradation. Genes do not have personality traits in the sense that humans do, but evolution can best be interpreted as involving *selfish* genes permitting some species to evolve toward extinction, as have most species,. Acknowledging that the last 500 years of humanity has involved excessive extermination of marine species, and that humans have an obligation to seek to restore the ocean biomass to levels resembling those prevailing in earlier centuries. The treaty system has utterly failed in its efforts over more than a 100 years to adequately protect selected species of whales. Poaching on *commons* is a crime that can never be reduced to zero. In Africa, the growth rate for game animals such as rhinoceros has been far better in game farms in which the private property rights in whatever animals on private land were recognized clarifies how adequate respect for private property rights and neglect of whatever is nominally owned *in common* has many ramifications.
Decentralist federalists are only a tiny segment among those seeking a globally acceptable formulas for weighting the voting in a world parliament.
Decentralist-federalists focus on restoring greater autonomy for local and provincial groups by adequately *de-fanging* nations. This is just the opposite of accepting the nation states as they presently exist, and trying somehow to completely eliminate any ruthless competition of arrogant, gigantic power systems using national monetarism, national militarism, espionage, etc. for seeking world conquest, the only logical outcome for such ruthless competition.
How much responsibility should be given to an individual depends in part upon the native talents, commitments for individual responsibility, administrative skills, etc. of the individual. Douglas Everingham has been outside the national political party competition, treaty system, etc., to have global perspectives based on human evolution potentialities. I have spent 62 years seeking such personalities. I am reasonably sure that there are about a million Wealthy Servant Leaders having wise perspectives resembling those of Douglas Everingham. These are the kind of people who are needed for the *administrative* segment of a Supra-National Federation, and insofar as can be managed for its legislature. In Bangkok, Thailand, on Tuesday, Wednesday, Thur, March 25.26.27, there will be an attempt to conduct a Conference of Wealthy Servant Leaders. I have already pre-paid most of my hotel and I have a non-refundable ticket for my fifth overseas trip on behalf of the Federation of Earth [FEC] which, as all of you have been alerted several times, is having its 6th Provisional World Parliament at the Bangkok Centre Hotel that week. What I have been trying to do, and have been unsuccessful, is to stimulate all on this forum to pass the word along to those who might qualify as Wealthy Servant Leaders to participate in this conference. It may be a hopeless fiasco, because thus far I have had zero registrations. I do not know how to upload anything onto a website. All of my previous attempts to get this message to the WP forum group have failed.
It is a troublesome personal crisis, and I recognize the danger that it might be a costly fiasco, but that there is still at least an iota of hope that at least a few Wealthy Servant Leaders might travel to Bangkok. Those who recognize the potentialities of a drastic transformation of the institutional matrix can afford to make the trip on short notice. The world situation merits risking time and money on hopeful projects. If a score of Wealthy Servant Leaders could organize a plurality of Campaigning Cabinets, each having members from at least 5 continents, could each sponsor a Proposal clearly aimed at winning truly universal support, then Home Rule Globally <http://www.dffcs.org/> could launch a program of Contest Appraising Emancipating World Government [CAVEWG] and try to stimulate billions to be participating in debates resembling those on this forum in recent months, but moving toward official evaluation and acceptance of various alternatives instead of a few hundred web-surfers. I have confidence that when the appropriate Proposal is invented, that it could win global ratification within about 5 years, therefore justifying a rule within CAVEWG that each ratification expires [unless officially renewed] on the 7th December 31. Please do whatever can be done to rescue the March 25-38 Conference of Wealthy Servant Leaders in Bangkok.
