Dear Germà:

I am reading attentively your comments about the representativity of the WP. In clear words, I'm afraid about this matter. We have been conversing for not too much time about the convenience, necessity, interest, development of a World Parliament and we are already in the composition of its structure.

Even the * best * politicians would not go so quick.

I hope, like you, to know a little more about the other experiences that you have mentioned on its development in well-known areas.

Before to work in such details, it seems to me that we should discuss among us on some previous questions:

1. - Why this WP would have a representativity, or a bigger representativity than another WP, which could be created virtually as this one has been created.

2. - Who determines the grade of power that a WP should have. Concerning that its resolutions should be accepted, respected, observed, etc. Otherwise what are the alternatives to this.

3. - is it possible - not utopian - to change the institutions with a long history (UN, IDB, WB, etc) where the powerful nations (and their powerful men) have big interests, for a WP created by simple beings with good intentions.

On the other hand, it is disquieting to decide an idea of PM without having found a solution for the massive participation of their components. Regarding the messages received, there is a clear prevalence of American and European participants, which is showing the high degree of development of such ideas in these societies, but this doesn't happen in Asian, African countries and even less in Latin America.

Anyway, a Community of ideas as it is pointed out is not bad, if understood as being build like a local representation of an idea or project. The point is that the so-called * representatives * or carriers could become what some are calling the inversed pyramid of the WP.

To the above-mentioned it should be add several other problems. Technology - not everybody in the Earth have a computer, not everybody can speak the three languages; therefore we are at the mercy of the people translating and send our messages, ideas and proposals. That is to say, how to avoid the tyranny or dictatorship of the coordinators, representatives or carriers.

Germà: I would like to go a little more slow, less hurry and more specific discussion on the matters that we have not still agreed.

Warm regards, Horacio
