Procedure in 5 years for a WP

Hello to all,
I don't agree again with the views of John D. Giorgis with regard to the
conditions of participation of the populations in the World Parliament.
His opinion is only the refusal of those that doesn't think like him. By
refusing the representation in a WP to the populations of the countries who
would not have a democratic type government structure or an economy of
liberal type reflects a personal conviction according to which the system of
most widespread state governance would be the best.
Is it necessary to say again that, every day, 25.000 children die of hunger
in the world governed by the principle of the liberal globalization? It
represents ten * September 11 * per day!
His thought is based on the belief that countries like the Iraq of Saddam,
China, North Korea for example, would not allow their population to elect
their representatives in the WP. It is a doubtful a priori. Member countries
of the United Nations must enjoy favorable prejudices on the opposite.
The way of working of the WP that we recommended, with communities of ideas
representing each fundamental aspiration of the population (right to food,
to drinking water, to education, to the freedom of cult, to the freedom of
speech, to the care of health, to undertake, to live in peace, etc...) aims
precisely to establish the deep aspirations of the populations and to gather
them beyond the state systems. By no means this representation can be taken
by any state system, either North Korea or the United States, nor by a few
other political movement, nationalist or separatist.
An intelligent process can guarantee to these populations a total
independence to the consideration of the state powers. For example:
1 Year: Polls to determine the communities of ideas
Determination by polls on a world scale of the different concerns of people
in order to determine the labels of the future communities of ideas. The
procedure should already introduce to the populations the fundamental ideas
(as those brought up above) among which the surveyed people should choose
one alone and a blank space where they should write the main concern that in
their opinion have not been taken up in the list. At this stage, there is
anything menacing the States, even marginal ones. And no active implication
is asked still to them.
2 Year: Publication of the official communities of ideas and call to the
local candidates
Publication of the official communities of ideas on basis of the world poll
and call to the local candidates. The pre-established list of the
communities of ideas being enriched by those most evoked in the blank space.
The local candidates are the candidates of every village and urban district,
with a maximum of 5.000 inhabitants.
At this moment, the state powers don't have no choice that to let such
information circulate, concerning the call of the candidacies. Except in
case of rising of a community resulting from the poll that would be called *
stop to the repression *, they should not feel these future elections as
menacing. If such was however the case, it would be necessary to negotiate
not only with the state the security but also the absence of all measure of
reprisals towards the candidates of this community. The arguments are the
next one: a) a community * stop to the repression * in a WP doesn't aim any
particular State but all the states that do it. The list of the communities
would be identical in all countries.
b) the state that accepts without hindrances the process of the WP endows
itself a world credibility that denies the accusations of which it could be
victim in a way.
c) the elections will enable to do relative the importance of the different
aspirations of people. Certainly the most basic aspirations will have most
suffrages.
3 Year: Local elections.
In every village or district of city, people first vote for one or several
communities (ten voices to be distributed) and inside these for the
candidate that they estimate the most capable to represent them. If a voter
gives 5 voices to a community and one voice to five other communities, the
candidate chosen in the first receives five voices and every candidate
chosen in the other only one voice.
At this moment, the cooperation of the state is required but the vote is
organized under control of the UNO. The state that would not collaborate
would lack the support of its citizens to the WP. To be represented in UNO
and non in the WP would constitute an anomaly as unlikely as that the UNO
represents the States and the WP the populations. Are there States without
population?
4 Year : Setting up the regional and national structures:
The local elected officials of a same region meet regularly (weekly rhythm),
community by community, to evaluate the needs of the population in the
specific matter of their community and do the inventory of the available
internal and external solutions. Given that they had had time to know among
them, they name at the end of six months, those among them that will be
their representatives at the regional level and they set up through this a
regional body of community of ideas.
While the local elected officials continue to feed with information,
suggestions and proposals the regional body, the regional elected official
meet according to the same frequency on a national level to put in common
the problems and solutions considered in their respective region. At the end
of six months, they co-opt those who, among them, represent best their
common aspirations and create a national office of the community therefore.
The number of co-opted depends of the score completed by the community in
the country.
5 Year: Training of the World Parliament and setting up of the national *
embassies *.
The national elected officials remain of course in regular contact with the
regional centers that transmit them the demands and suggestions of the
grassroots via their own contacts with the local elected officials.
They receive from United Nations an endowment in equipment and personal in
order to create in the country a research office with specialists (recruited
on the international market by the elected official) in charge of studying
the causes of the specific problems founded concerning the citizen
aspirations in charge of the community of ideas and the feasibility of the
internal and external solutions proposed by the regional and local bodies of
the community.
Every national office names among its elected officials that or those most
capable to represent them to the World Parliament. According to the number
of elected officials to which has the right the community on basis of the
results to the world plan of the local elections! This mandate is revocable
in all times if the representative's vote in the WP is not in conformity
with the determination of the grassroots. Every local elected official has
the possibility to submit in all times a demand of revocation which, of
course, should be endorsed by the other local and regional bodies to have
effect.
Next to the WP a super-center of multidisciplinary study studies on a world
level the causes and consequences of the proposals analyzed among others
already at the level of the national research offices under the angle of the
indirect effects on the concerns of other communities of the proposals
submitted by one among them. The national research offices are specific to
every community of ideas while the super-center of study of the WP is at the
disposal of all communities.
The role of the WP would be then submit to the voices the proposals given
out by every community of ideas after an expertise of the center of study of
the WP. Except an unfavorable secondary effect for its own objectives, a
community of ideas doesn't have interest to block by their vote the
propositions of the other communities that are not competitors but
complementary.
These proposals should become law for the member countries of the United
Nations and it is there that is located the problem, some countries, you
know what I am talking about, assuming the right to go besides the
determination of the world population and use any form of terror to impose
their law and to defend their interests.
Advantages of this procedure in 5 years
In all cases, the suggestion of procedure in 5 years expressed above have
the following advantages:
1) to ensure a real representation of the world population at the level
thanks to a single election the most local as possible, the people were
voting for people that they know, and then these co-opting the most reliable
among them.
2) to prevent the assimilation by the state by the absence of central
elections, a media countryside for local representatives subordinated to the
power being with difficulty conceivable at one moment where the part of
suffrages that every community will obtain is not even known and offering no
guarantee of co-option thereafter.
3) to put in relief the essential concerns of humankind and to make relative
the importance of some concerns of the possessors of the state power.
4) to gather the populations of the world in non state international bodies.
While living more or less in Belgium in comfortable conditions, I could vote
for the community * stop to poverty * and could be thus socially responsible
of African, Asian or south American populations. In the course of time, if
the communities of ideas represented in the WP take increasingly importance
with regard to the state governments, the concept of war should disappear,
people not being grouped more geographically but by affinities of concerns.
As you can see, the crucial point will be the acceptance by the States in
place of a democratic and non corruptible system. The current American
government will probably find more * democratic * not to let their people to
be represented than the choice between two multimillionaires nearer of the
magnates of oil or arming that of their population. In United States, this
is called * democracy. *
