The WP project of Alliance 21 [WPA21] could be less arrogant. It should humbly recognize that it is only one of dozens of WP projects. Individuals choose how many and which WP projects merit attention. Concerned amateurs such as have participated in WPA21 can more wisely discern and invent appropriate solutions to complex problems than the experts blinded by their neocolonialism.

Politicians promote *official* tribunals as the sole means for terminating disputes. Thousands of disputes are ended by unofficial tribunals. Within the next few years , WPA21 might create various new tribunals by recruiting fair-minded judges who would be paid by the litigants on a per diem basis. Wise tribunals can gain prestige without having any authority for enforcement. For more than 300 years, China flourished with courts lacking any enforcement authority.

To the extent that the governmental services offered by WPA21 emphasize meritocracy, more widespread support as a *seed government* is potential. Such governmental services can be offered while recognizing the utter hopelessness of the WPA21 having more than an iota of influence directly upon the foreign policies of any nation or the UN. No Supra-National Federation can be launched until some entity invents a formula for weighted voting in a WP that could win the enthusiastic support of the overwhelming clout of the world. Inventing that formula is remote from the objectives of WPA21, which is a powerless spectator of the ongoing stampede toward ecocide.

Each WPA21 forum should be strictly monolingual, and operated at such a low cost as to not require any funding from foundations. The WPA21 forum concerned with the English summaries of the various language forums should be primarily a bulletin board. Any discussion group thereon should be quite separate and self-financing. All translations from the monolingual forums to English should be on a voluntary basis, except as participants might make financial contributions.

Primary attention should be given to stimulating the *spontaneous order* development of thousands of local chapters of WPA21. Amateurs [as distinguished from experts] could prolong the evaluations of the complex problems as if they were a WP. The impact of eyeballing conversations is distinguishable from whatever might be done by a group relying upon e-mail. Each chapter should be a part of the sociocracy coordination toward global governance on a nonviolent meritocracy basis. Such an example of global governance using sociocratic principles would certainly influence whatever type of Supra-National Federation is ultimately launched by the powerful nations. The great opportunity for WPA21 is in seeking to extend what has been learned about sociocracy. At the start of WPA21, only Doug Everingham, Marielle Jansen, and John Ewbank had much familiarity with sociocracy. Now several have praised its small groups and the importance of adequate discussion at each level of operations. Home Rule Globally aspires for the same goals sought by sociocracy, but emphasizes *top-down* instead of *bottom-up* decentralization.
