Unfortunately, the problem with setting up a self-selected Parliament on the Internet *now*, is that such a Parliament would not be representative, nor would it enjoy any legitimacy.

I think that one WP21 Subcommittee/Sublist that should be considered, would be a "selectory committee" that would decide the criterion for nations to enjoy representation in the world Parliament. A key factor must be coming with those necessary conditions that would ensure the independence and legitimacy of our world parliamentarians.
