Real democratic structures for the local level
Friedrich G. HALLER

(f. n. Marina Urquidi is coordinating the whole lists of the Alliance but is not responsible in deciding to open a list concerning the WP21 group. Such responsibility concerns by now the WP21 facilitation group. Our proposal of new lists for the 2nd phase, that can be discussed by all, is exposed in 549. Otherwise, any will of opening a list for the whole Alliance network, apart from the WP21 process, should * not * be announced and/or dealt with in this list but in the Alliance list: http://www.alliance21.org/forums/info/alliance, thanks)

Dear friends.

All people are living at the local level.

Regional, national, continental and world levels are only administrative.

First we should build real democratic structures at the local level of villages and cities.

This it is what we are really missing and we don't have up to now.

The real democratic structures of the local level with its new principles can then be applied at all other administrative levels.

Before building satisfying democracy at the local level we should not talk about political structures of other levels.

One possible approach to the political problems of all levels I designed at http://www.quadem.org

I don't like to bore you any more with * QuaDem *.

Since many weeks and once more a few days ago I asked Marina to open an Alliance working list in German for * QuaDem *. I'm still waiting for.

There I want to discuss all these * QuaDem * problems to be resolved.

To your international multilingual level I would like to come back only with consented results of the German speaking world Austria, Germany and Switzerland.

You don't need to know and to translate all these messages we have to cross up to reach consent there.

There we don't need any translations.

There we would discuss in real time without any communication delay caused by administration.

Postings will come very efficient straight to our mailing boxes.

Archive administration should run in the background and not causing communication delays of many many days like snail mail.

So you could do it in all other language working groups and we should meet again to translate and discuss only the remaining differences and contradictions.

I hope that Marina will soon enable me this way.

Best regards.
Your really suffering Frederic.
