The American Public is not the significant obstacle to peace

In contending that * doing nothing * is irresponsible, I am agreeing with much of the analysis by Frank Houck. In 2003, many tyrannical nations are determined to prolong indefinitely the war system. If dozens of other industrialized nations had already ratified a federalist proposal, the public in the USA could be readily persuaded to ratify. The public in the USA is not the obstacle to world peace. Neither is the Pentagon. The sincere but imperfect modifications of Pentagon policies in the last 55 years have been self-defensive changes blameable upon the behavior of other nations and the prolongation of the war system.
Houck is correct that Clinton and Carter made horrendous blunders in foreign policy costing trillions. Houck is hopelessly confused if he thinks that pressure less than war can assuredly influence any tyrannical nation. Many tyrannical nations have defied Yankee pressures that were the maximum of * less than war *. The futility of the UN in dealing with monetary and/or military matters is also attributable to the pretence of * absolute sovereignty * by tyrannical nations. Until a federation governs every human and every entity including every national or local government as regards possession of military weapons, the war system's unmanageability will continue.
Such war system necessitates the CIA, which spends millions of dollars for influencing Congressional legislation. Clinton was so successful in thus using Waco that the CIA engineered the demolition of the Kansas City Federal Building. Thus another batch of tyrannical legislation was passed. Many Websites offered persuasive evidence that Nichols and McVeigh were * patsies * exploited by the CIA. The explosion of their truck bomb had trivial impact on the Federal Building, except that it triggered the demolition explosives planted by the CIA. The initial TV reports that two explosions were heard was acknowledged predominantly in alternative publications.
Various analysts have recognized that each of Bin Laden's hijackers were * patsies * quite analogous to McVeigh-Nichols. The precision with which the plane destroyed only the * under construction * segment of the Pentagon is almost assuredly too accurate to have been by pilot control. Drone scientists can debate about whether the planes had on-board computers using geo-positioning controls, or whether the planes were drones controlled by skilled manipulators.
Such deceptions were stimulated primarily by the war system. Prior to 1992, Congress had passed a series of laws that complicated what the USA must do if it is to avoid military defeat in any major war.
As soon as thousands of groups of about 20 neighbors (self-selected as within WPA21 or the 6th PWP] are vigorously debating the types of "taboo" subjects that have been discussed on WPA21, then there will be hope for inventing a ratifiable formula for weighting the voting in a WP. Sociocracy, with its emphasis upon adequate discussion, not through e-mail, but within acquaintanceship groups, offers hope.
