I understand that you are/were excited about the prospects of overthrowing the Hussein Regime without a war, but unfortunately I find it wholly implausible that Hussein would have permitted the * democracy * engineering you propose to occur.
If, however, you would like to field test your ideas for * democracy engineering * to overthrow a brutal regime that does not pose an imminent security threat to the United States and the rest of the world, I might recommend that you try developing such a plan for Zimbabwe. The government of Zimbabwe is one of the most brutally repressive in the world, but because this regime does not pose a strategic threat to the United States - it seems unlikely that the American people would be willing to support a decision by their leaders to forcibly liberate the people from Zimbabwe (as some Zimbabweans are currently asking.)
If, however, you develop a credible plan to peacefully liberate Zimbabwe, I suspect that you might find a receptive ear for it in the US government, and with the US government supporting your plans - the US might be able to persuade enough other countries to support it, such that your plan might even be executed.
