I am sorry if I ever gave the impression that uncivilized deliberate behavior by nations or people that resulted in the death of any one should have any kind of escape clause which in the end had the effect of ignoring their actions.
I meant to suggest that war in itself, is not the first choice. I don't see war as a choice at all. Yet, I believe that a prescribed set of steps that would achieve a desired behavior should be enforced. First you talk, if that doesn't work, The UN would then set a police action in motion that would not be much different then that which happens internally in all countries. And if that met resistance, what ever force that would be necessary would be brought to bear. If you want to call that war, then it is war. I view it as making the world a safe place to live.
All countries have the responsibility for their actions and the actions of their citizens. A country that permits its people to organize and kill people is just as guilty as the people doing the killing maybe even more, in that they indirectly justify it by none action. Agree by default.
Some times it is necessary to kill the people that are trying to kill you. Sometimes it is necessary to kill those that are protecting them. The choice of life or death in this case is in the hands of the murderer and those that would protect them. Its not criminal for a country to protect its people. its the countries obligation..
To Jean-Marc, I really do have a great deal of trouble trying to understand your position. You have great difficulty understanding President Bush moving against a known threat to his people, that have in fact taken lives not just 9/11 but many times. Yet, you have no problem with JFK setting out to destroy the entire world over a possible threat, and in that it was nuclear probably would have never been used because of the retaliation.
