Strategy for WP21 process

Dear friends:

1. Brainstorming contributions. All our contributions should be considered first as part of a brainstorming process. We should post our personal contributions first only to our own native speaking language list.

2. Translations. Only machine translations are extremely unsatisfactory. I suggest that only the reduced number of consented weekly summary results within the native language brainstorming process should get a qualified translation into other languages to be discussed there again.

3. More effective communication. The posted brainstorming contributions to our native speaking language list should come straight to our mailboxes without any delay. Archive or translation necessities should run only in the background not causing delays of many many days between the personal postings.

4. List of political proposals. We should publish a complete chronological list of all existing political proposals. We should publish weekly a list of the new political proposals.

5. Statistical ranking of political proposals by priorities. Ranking by personal preferences leads only to majority ranking. Majority ranking is only a statistical ranking.

6. Intellectual ranking by priorities. Rankings by weighting and analysing arguments are intellectual rankings. The WP21 Forum should analyse and valorise all the political aspects of our brainstorming contributions. The intellectually consented results should be transformed into strategic political proposals for the creation of a WP21. So we can realize a social reality within the WP21 Forum concerning the foundation of a WP21.

7. Creation of WP21. My personal preference for the creation of WP21 is to start with the necessary real democratic structure at the local level. We should start and concentrate all our thinking first at the real democratic structure of the local level with the principle of consent. We should try to implement the principle of consent at the local level by a strategic plan how to win majorities. Then we can throw out the fateful principle of majority from the actual constitutions. We can apply this real democratic structure practiced at the local level without any problems at the regional, national, continental and global level. WP21 will have to apply only all the experiences and principles used successfully at the local level.
