A Worldwide Political Party

(f. n. This is an extract of a particular message of Fernando Iglesias, which we have considered interesting for the debate, and we are copying here to the list in agreement with him)
* (...) have You noticed that we speak all the time on World Democracy and complain on the fact that there is not ant World Parliament but we give scarce importance to the fact there is not any worldwide political PARTY? It won't be foolish supporting the idea that there is a strong connection between both things, will it be? Of course, I'm not speaking on a traditional party with a strict program for government, but rather on the fact that the structure of a party could be really more practical for the goal of promoting WORLD DEMOCRACY than a foundation or a group.
I insist: times are more mature than we use to suppose (The times are a changing! as Big Bob used to say). Indeed, when I wrote my first book on world democratic institutions ("Republic of Earth", in 1997) people here treated me almost as a lunatic. Nowadays, when I say more or less the same things, people agree and even says "Obviously" (even here, in Argentina!).
Of course, Europe is, in all these matters, clearly forward to the rest of the world thanks to the previous experience of overcoming national institutions through European Union. Not to mention that (as Rob Wheeler smartly wrote once) that a very WORLD DEMOCRACY would attack American hegemony in its very weak flank: the intrinsic democratic character of American institutions and society and the need of US economic forces of participating in a world market (NB: I'm getting sick by the polemic on war in the WP21 forum. Nobody can escape from Pro-US and anti-US visions and look the problem from a global-democratic perspective).
I think WORLD DEMOCRACY is highly better than stupid Third-Worldism, European anti-Americanism and Islamic fundamentalism that burn stars and stripes and bet for continental armies and suicidal attacks with the paradoxical effect of helping US Falcon's plans (as we have just saw in Iraq).
In fact, we (at least: Troy Davis and me) usually criticize the children's attitude of demonizing politicians and inventing wonderful world political institutions "with no-politicians". But, at the same time, we move in the "pure" atmosphere we know better (NGOs, UN, digital groups) and refuse to get dirty hands by refusing politic. That is our blind collaboration of what I call "Global Enlightened Despotism": a world managed by big national powers and inter-national agencies (G8, IMF, WTO, WB) with the help of the "democratic alliance" between UN and global NGOs, where we are just a comfortable opposition easy to be controlled.
What do I propose, then? I guess we are immediately able to found the "World Democratic Party" or the "Party for a World Democracy" or (open for suggestions). I guess that juridical stuff could be solved by the team (it should be not more difficult than the "Ford affair"). Troy Davis could be our first candidate and his success could eventually help the "party" to accede to contacts, media, money and other necessary sources of organization and diffusion. But even a "honorable defeat" would be better than only continuing the debate in a reduced elitist front.
What I mean is not exactly a party but a flexible structure (as the International of Socialists) where all the parties and organizations that coincides with the goal of a WORLD DEMOCRACY could be part and help (think on Italian Radicals!) with contacts, money, etc. Moreover, the idea could be directly connected with the other urgent task we have: creating a global forum on the question of WORLD DEMOCRACY, where all the organizations could support their positions on "How to practically build a democratic global order?", covered and globally promoted by media. As the Forum would work as the "congress" of the "party", "our" basic program should be reduced to minimum until its realization (2005?), that's to say: WORLD DEMOCRACY means "Democratic Representative Institutions in every scale where political decisions must be taken" (which would avoid us the usual nationalistic complains on the "disappearance of national states").
I guess world federalists, Ubuntu, Simpol and other groups would support both these initiatives. In practice, we would be the first NGO group able to cross the red line between "pure-but-ineffective civil society" and "effective-but-corrupted-and-blind political institutions".
After the war, when the dangerous claim for "Unified European Armies" against "US Imperialism" spreads in Europe (Directly back to the 2nd World War, man!), a WORLD DEMOCRATIC PARTY could have a better idea: taking the Bush's concept and globally promoting the "Global abolition of Weapon of Mass Destruction" (we could even use George W: Bush's speeches against Iraqi Weapon of Mass Destruction, which would be funny, and all the movement for peace would understand what we concretely mean when we say "World Parliament": the only institution where the program "Global abolition of Weapon of Mass Destruction" could be discussed and leaded against the will of falcons all over the world)
