Reply by Doug N Everingham : To weigh and not count votes would produce majority rule. But to use reasoning and discussion for moving towards consensus (or at least consent, so that no-one has a persisting objection) is an alternative. Citizen rights go beyond voting, to include joining a petition for referendum, indication of one's alternative preferences if one's first choice in an election is voted out etc.). But along with such rights we should develop citizen obligations, including a duty to vote; and to try to understand what one votes for --along with other needs mentioned in my e-mailable 20-pages * World Democracy * .
